	  <title><![CDATA[Key data in Education in Europe]]></title>
	  <description><![CDATA[<p>Key Data on Education in Europe combines statistical data and qualitative information to provide an<br />exceptionally wide-ranging overview of the organisation and functioning of European education systems, as well as an insight into the ways in which the countries concerned are responding to common challenges in education. This seventh edition appears in the context of a very severe economic, social and financial crisis, which is one of the most important challenges the EU has ever faced. In preparing the grounds for recovery as well as ensuring long-term economic and social stability, and in a context where education represents almost 11 % of EU public expenditure, it remains more than ever essential to ensure that this expenditure is efficiently and equitably spent. In this context, for example, demographic change should be seen as an opportunity to assess what changes are needed to ensure efficient, effective and equitable Lifelong Learning systems in these new circumstances.</p>

	  <title><![CDATA[Benchmarking Policies and Initiatives in support of e-learning for Enterprises in Europe - Final Benchmarking Report 2007]]></title>
	  <description><![CDATA[<p style="margin: 0cm 0cm 0pt;"><span style="mso-bidi-font-family: Arial; mso-ansi-language: EN-GB;"><span style="font-size: small;"><span style="font-family: Tahoma;">This &ldquo;Final Benchmarking Report&rdquo;(2007) presents the results of the benchmarking study on European Policies and Initiatives to support e-learning in enterprises commissioned by the European Commission &ndash; DG Enterprise and Industry.</span></span></span></p>
<p><span style="mso-bidi-font-family: Arial; mso-ansi-language: EN-GB;"><span style="font-family: Tahoma;"><span style="mso-bidi-font-family: Arial; mso-ansi-language: EN-GB;"><span style="font-size: small;">The emergence of a knowledge-based economy and the need to assure conditions of social inclusion to all for the 21<sup>st</sup> century has brought into light the necessity to enhance the continuous development of the human capital according to a lifelong learning perspective. In these regards, e-learning can represent an effective and viable way to provide methods and resources for lifelong learning and life-wide learning.</span></span></span></span></p>

<p style="margin: 0cm 0cm 0pt;"><span style="mso-ansi-language: EN-GB;"><span style="font-size: small;">In this framework, the specific objective of the Study was to analyse and benchmark national and regional industrial and enterprises policies and initiatives in support of e-learning for enterprises and to identify the most successful strategies in view of promoting good practices and the efficient use of e-learning in European enterprises.</span></span></p>

	  <title><![CDATA[COMMISSION WORKING DOCUMENT CONSULTATION ON THE FUTURE "EU 2020" STRATEGY]]></title>
	  <description><![CDATA[<p><span style="font-family: Times New Roman;">EU 2020 is being designed as the successor to the current Lisbon Strategy, which has been the EU's reform strategy for the last decade and has helped the EU to weather the storm of the recent crisis. EU 2020 builds on its achievements as a partnership for growth and job creation, and renewing it to meet new challenges. It also draws on the benefits that have flowed from the coordinated response to the crisis in the European Economic Recovery Plan. The Commission considers that EU 2020 should focus on key policy areas where collaboration between EU and Member States can deliver, and education, innovation, research and creativity are key considered as key pillars.</span></p>
<p>The document was adopted on 24&nbsp; November 2009. The Commission is seeking comments, by 15 January 2010,&nbsp; on the proposals and priorities which are put forward in the&nbsp; consultation document.</p>

	  <title><![CDATA[A Framework for Understanding and Evaluating the Impact of Information and Communication Technologies in Education]]></title>
	  <description><![CDATA[<p>During the last decades, considerable resources have been invested in hardware, software, connections, training and support with the aim of improving the quality of school teaching and learning. A major tenet of the policies that supported the introduction of information and communication technologies (ICT) in education was that they can become catalysts for change. Undoubtedly, some countries have made good progress in bringing networked ICT into education and making it possible for teachers and learners to use them on a daily basis. However, in many cases implementation policies have not been a consequence of systematic analysis and reflection, and in general terms, we still know little about the impact and effectiveness of ICT in education. To close this gap the Centre for Research on Lifelong Learning based on benchmarks and indicators (CRELL) established a research project on measuring ICT performance and effectiveness in education.  The project explores the effects of ICT on learning outcomes aiming at stimulating debate on educational policy needs. This paper presents the first step in the process. It presents a conceptual framework to guide the analysis for orienting work activity towards the study of ICT effectiveness.</p>

Globalisation, the new economy, the predominant role of finance in economic activity, the opening up of international markets: these are only some of the features of the epoch-making change underway. The introduction of the new digital media have resulted in a thorough transformation of communication and access to information, as well as in reorganising the way in which the production processes of both businesses and government bodies are organised, while establishing and experimenting with new systems of training and instruction.</p>
<p style="line-height: 18px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px;">As far as the public sector is concerned, there is no mistake in the fact that the development of the information systems of the public administration has proven to be a formidable tool when it comes to restoring the efficiency and quality of services. The process of reorganisation and innovation aimed at improving public-sector performance still represents only one facet of the necessary adjustment of the modus operandi of democratic institutions to meet the demands of the new social context.</p>
<p style="line-height: 18px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px;">Political institutions are called on to respond not only to the challenge of raising levels of administrative efficiency, but also of addressing the inadequacy of the channels traditionally used to satisfy the demands of the political process. Being citizens of an information society means not only being able to access the services of a more efficient public administration, one capable of designing services that meet the needs of its users, but also being offered a new way of taking part in public life.&nbsp;</p>
